On 17 June 1948, Rajendra Prasad, the President of the Constituent Assembly, set up the Linguistic Provinces Commission to recommend whether the states should be reorganised on linguistic basis or not.

The Commission, later on, rejected the linguistic basis of reorganization of States and recommended the reorganization of States on the basis of following criterias :

1. Geographical contiguity

2. Financial self-reliance

3. Administrative viability

4. Potential for developments

States Reorganisation Commission consisted of Fazal Ali, K. M. Panikkar and H. N. Kunzru. Some of its recommendations were implemented in the States Reorganisation Act of 1956.
