why was the industrial growth slow till the first world war

Industrial growth slow downed in England but pace of change was steadily increasing in India during 1st World War. First; india was asked to produce for war needs like weapons, bags etc. 

2.  In England industries were busy with war work. So there was a reduction in production in Manchester goods. 

3. After being defeated , England could not compete with super power countries like USA,  Japan  etc.

Thus for production of goods, factories were set up in India as prior to WWI there was not much need of them here. 2. As the imports from mills in Britain declined due to world war, the huge demand of them could not be met and so the period saw increase in industrial growth in India.
