The man was unhappy with the members of the commission of the inquiry because they were not willing to listen to anything from his side. The commission only gave the animals to say what they wanted to say. Also, the man became much frustrated when each time he builds his own hut, the animals would make an illegal possession in it.

The man out of pity allowed him but the elephant also put his head inside the hut and flung the man out of his hut. Hence, both began to quarrel. In order to solve this quarrel, the lion ordered his  ministers to form commission enquiry to look into the issue and solve the same. But in this Enquiry commission, no man was included as they thought  that men cannot understand the complexity of jungle law. Hence, the man was unhappy.
