John Mathai, the Finance Minister of India from the Congress party, proposed the setting up of the Planning Commission in his budget proposal in 1950-51. As after independence inflation was spreading high in the country, the cost of capital abrupted and the savings rate was low. As a result of this production and investment were slow. During this time government wanted to balance the economy, hence, they set up the planning commision, to plan various schemes, such as the five- year plans scheme.
In his first speech on Independence day in 2014, Prime Minister Narender Modi announced to dissolve the planning commision. He replaced the existing institution (planning commission) with the Niti Aayog.
