Why was the revenue demand in the Mahalwari settlement not fixed
permanently as in the case of Permanent Settlement.

It was because the permanent settlement became unpopular in Bengal and spread to other parts of the country.

Therefore they had to find an alternative to this settlement.

So that the peasants would follow the tax system and pay the revenue regularly.

This was done to eye wash the farmers by revising revenue periodically.
