The Simon Commission was boycotted because-:
1. There was no Indian member included in this Simon Commission. All the members were Britishers.
2. It was formed to look into the constitution of India which was opposed by the Indians.
Thus, it was not welcomed ʙy ᴛʜᴇ ɪɴᴅɪᴀɴ

In November 1927, the British government appointed the Simon Commission to report on India's constitutional progress for introducing constitutional reforms, as promised. The Commission was strongly opposed by many in India.
