First instinct when faced with civil unrest, even when the protestors carried his portrait to show that they supported him, was to get out the machine guns. He brutally suppressed opposition, e.g. Popular Uprising of 1905.

Introduced reforms then went back on them. Agreed to the October Manifesto which created a semi-democratic parliament and then went straight back and introduced the Fundenmental Laws, giving himself absolute power, and dissolved the Duma (parliament).

His administration was seen as corrupt - Rasputin is a famous example. He appointed family members and yes-men in governmental positions instead of giving them out on basic of merit.

He made himself commander-in-chief which meant he took responsibility for Russia's failures in the First World War.

Refused land reform, kept aristocrats controlling the land and the peasants working in conditions little different from when they had been serfs.

Completely out of touch. If you look for them, you can find letters he wrote right before his abdication where he demonstrates a complete lack of understanding of the situation.

The effects were instability so bad that there was no peaceful transfer to a royal/democratic balance like in Britain (as there could have been if he hadn't dissolved the Duma), but rather a violent politically radical revolution

Following are the reasons why Tsar Nicholas II unpopular:

1. In 1914, Tsar Nicholas II was the emperor of Russia who ruled as an Autocratic. He denied consulting the main parties in the Duma.

2. He waged several wars to expand his empire and sustained the expanse of the war by taxing the common people.
