After the revolt of 1857 the attitude of freedom of the press changed.The British demanded a clamp down on the Indian press as the vernacular newspaper were circulated all over the country.so the colonial government passed the act to control the articles that were published in the newspaper to ensure that the article wont be against them and it won't create negativity in the mindset of people
