Because water is a compound
As compound properties are different from their element properties water won't burn
This means when two dangerous things will combine to form a compound their properties will change and the dangerous things will become normal things
Another example for this is salt
Salt is a combination of sodium and chlorine which are two dangerous things but when both combined their properties change and they are edible
This is the magic of chemistry
