it is because the room temperature is neither hot nor to cold that it would be solid or gas

Answer:

Water have 3 states gas , liquid and solid. As the temperature gets low and colder than room temperature, intermolecular forces due to hydrogen bonding gets stronger and molecules gets close to each other so at 0° it becomes ice (solid state)

Similarly, as the temperature gets high and warmer than room temperature, intermolecular forces due to hydrogen bonding gets weaker. Molecules gain kinetic energy so they move further apart from each other and become gas.

But at room temperature, intermolecular forces due to hydrogen bonding is neither too strong nor weak hence, water is liquid.
