Why water considered bases even though they doessn't contain –oh group?

Water can be considered as Lewis Base . Because it has two loan pairs 

It has tendency to donate electron pair so . it is called as lewis base for example 

HF + H₂O→ H₃O⁺ + F⁻

H₃O⁺ is a strong acid and can donate an proton to water
