Water can act as both oxidizing as well as a reducing agent as it can behave like an acid and a base.
example as an oxidizing agent:
C + H2O → CO + H2
example as a reducing agent:
2Cl2 + 2H2O → 4HCl + O2
example as an oxidizing agent:
