Hey there,

Water does not actually burn because to have a fire we need a fuel, oxygen and heat. It is true that oxygen and hydrogen can both be burnt. But when they come together they form a new molecule and it consist of different properties. Instead Water takes away the heat and separates the fire from oxygen therefore putting the fire out.
