Why water in wells and ponds are given in resources owned by private owners?

Answer: It is so because most of the wells in villages are owned by private individuals that they use to irrigate their feild or for any other personal use.

the same is true for ponds as well : farmers own their own ponds that sre used to irrigate feilds in dry season
