Water is colorless and is transparent because all except a tiny bit of blue (for pure water) are reflected back. Since water reflects all colors together it looks colorless. The blue hue of water is an intrinsic property and is caused by selective absorption and scattering of white light.

Water or pure water is colourless but it may seem to have a slight blue tint to it. This is because water has a property of reflecting colours. And the blueness of the water comes from the absorption and scattering of light, to be specific the red end of the spectrum of visible light.
Other properties of water may include of it being odourless (with no smell), and tasteless (with no taste).
