The heat of the core of the earth does not have the capacity to evaporate the earth's sea and any water body unless the magma reaches the surface of the earth but then it'd be only a small amount. Every water that is evaporated will precipitate on cooler temperatures and therefore balance the earth's hemisphere.


The earth in the beginning and after thousands of meteor showers and asteroid landings which may have contained water filled the earth with water at maximum area, i.e; the earth was fully filled with water. However with the rise of magma, the lava was turned into rocks after contact with water and hence land was created.
