》During WWI, Marshal law was in force all over India as Indian force were out to fight on behalf of the British. Indian force fought bravely.
》In India, most of the freedom fighters, including the Congress supported the British in hope British loosening its grip over Indian administration and inclusion of more Indians in Legislative and Executive decision making.
》 But after the war was over, Montague-Chelsmford reform was implemented which was not on the lines of expectations of the Indians. They started opposing the reforms vehemently.
》This opposition forced the British Government to introduce Anarchical and Revolutionary Crime Act commonly known as Rowlatt Act on March 21 1919, which was virtually enforcing Marshal law curtailing freedom of peaceful assembly and restricting press. This Act added fuel to the fire of agitation, observing hartal at many places. It was more aggressive in Punjab which observed rioting and increased tension.
》Unfortunately, on 13th April fell the date of Baishakhi which is the harvest festival of Punjab. On this date people assembled in Jallianwala Bagh to celebrate it. The British took it as violation of the Act and General Dyer ordered open fire at the mob which resulted in thousands of casualties.
》Later in 1922, on the recommendation of Repressive Law Committee, Rowlatt Act with Press Act and other was repealed.

Because rowlatt act say that the british would simply arrested indians without any trial in court and without any arrest warrant that make to people to make oppose of these act .. after because of these act the tragedy take place that there were non cooperation movement everywhere
