Lokmanya Tilak and many other freedom fighter leaders decided to meet and discuss strategies to fight against Britishers. During that time the Britishers didn't allow many people to come together as they know that if people would gather in a group they can attack the British officers so there were restrictions on gathering.
Lokmanya Tilak decided to celebrate by bringing the idol of lord Ganpati on Ganesh chaturthi.
So people can come together on the reason of religious celebration and British officers would not interfere in this matter.
