why we can not say that saudi arabia,estonia,fiji are democratic country

1. Saudi Arabia cannot be called democratic, since in the country, women are not allowed to vote.2. Estonia cannot be called democratic, because it has made its citizenship rules in such a way that people belonging to Russian minority find it difficult to get the right to vote.3. In Fiji, the electoral system is such that the vote of an indigenous Fiji has more value than that of an Indian-Fijian.

In saudi arabia ,women did not  have right to vote till 2005 .

In fiji ,the vote of an   indigenous ,fiji has more value than that of indian fiji..

So that is why we can't  say that these are democratic countries ...
