why we can't print the new notes and distibute in poor one's?

This is because in INDIA only the RBI is authorized/allowed to print paper notes and coins (modern forms of money ).No individual or organization has been given this unique power to print money ..

just like suppose there is a scarcity of vegetables in market..

then the demand of remains same to all...nd if there will be overflow then nobody would realise the valuabilty of the vege.
nd second reason is that.
the material which is used to print currency are limited allowed to various countries..
