Why we face difficulties in touching our elbow?

The elbow consists of two separate joints that function in coordination to allow the lower arm and hand to move in several directions. The upper arm bone (humerus) meets with the lower arm bones (radius and ulna) to form a hinge that allows the elbow to bend and straighten. The radius and ulna also meet at the elbow to form a joint that allows the for earn to rotate inward and outward.

Since all don't face difficulty in licking our elbow with tongue-
The reason why some people can and some people can't is down to how flexible their muscles are. The younger the person, the more flexible their body is - have you ever watched a child do the splits as though it's completely natural to them? As we grow, our bones become harder and therfore less flexible. To retain the flexibility that was had when we were younger, takes a huge amount of exercise such as yoga or gymnastics .
For most of us, we never regain the flexibilty we had as a child and hence, can't do party tricks such as elbow-licking.
