Why we say welcome after thank you not when any person welcome us and then we say thank you

we tell welcome because it means that we always r their to welcome their problems and to help them to get rigid of their problems.the person is not helping to solve any problem instead so that u can thank him ..

We say welcome after thank you because we are always there to welcome any ones problem. If we say Welcome before then it will not be meaningful
