It cleans them more thoroughly (since beans cannot be washed before being sold or they can turn moldy). Finally,soaking beans helps them to cook up in about half the time. ... And this is why the bean water is discarded. So it is best to drain the water and rinse the beans thoroughly before cooking.

⬛Here is the answer you needed..
We know that, All pulses are not good in nature. Thus to remove the bad one, They are soaked in water. The bad pulses are hollow in nature and Contains air, which makes them float. But the good ones, Sink down as there's no hollow space for air to enter. Hence, When we throw water .. It disturbs the floated pulses and makes them sink.
That's why we shouldn't disturb the Water in which pulses are soaked.
