there are many reasons for this
In the last three decades, private well irrigation in India witnessed rapid growth surpassing flow irrigation in its contribution to the net irrigated area. Massive rural electrification, heavy electricity subsidies and institutional financing for wells and pumps supported this. However, a distorted view of one type of irrigation system as superior to the other became pervasive because of a poor understanding of determinants of irrigation growth and the fundamental difference between well irrigation and surface irrigation. Such a view has been pampered in the water circle for more than two decades now. In this chapter we show that comparison between private well irrigation and large-scale public gravity irrigation using simple statistics is flawed. We also show some of the unique virtues of large surface irrigation which are largely ignored by researchers who promote well irrigation as an alternative to gravity irrigation. It also highlights the equity concerns posed by intensive groundwater irrigation.
