Why were chambers of commerce formed in India

In 1927 the Federation of Indian Chamber of Commerce and Industries and in 1920 the Indian Industrial and Commercial Congress were formed with the objective of organising the interests of the industrialists. These were led by prominent industrialists like Purshottamdas Thakurdas and GD Birla.
