The Rowlatt Act stated that any Indian could be arrested without any trial in the court.

Despite the opposition from the Indian leaders(leaders of INC) in the parliament, this act was passed. Mahatma Gandhi called for a national movement against this act.Indians participated at high rates in the protests against this as it was a really harsh step taken by the British government. Indians were outraged as their opinion and vote didn't matter and it was greatly oppressive.
