Mandal Commission was set up on Jan 1 in year 1979 by then Prime Minister Late Sri Morarji Desai.  The commission was headed by then Member of Parliament Bhindeswari  Prasad Mandal from Bihar. Mandal commission was started and pushed forward by National Janata Party.

   The Mandal commission was set up to identify in the country, various socially, economically and educationally backward castes and classes. 

    The recommendations of Mandal Commission in 1980, were not implemented soon on as the government had changed.  But in 1990 again Prime Minister VP Singh of Janata Party government implemented reservations for OBC as per the commission’s recommendations.  However, Supreme court stayed the decision. In 1992 the supreme court upheld the reservations.  SC believed that reservations for OBC will uplift and improve the status of OBC population. SC believed that the caste could be taken as an indicator for backwardness.

some people fact that the existence of inequality among the cast in India,the necessatives jobs reservation . They thought this would give a fair opportunity to all those community that are socially and backward to represent in govt employees
