Answer: Some of the Congress leaders were reluctant to agree to the proposals. They feared that boycotting the elections would lead to popular violence. There was an intense debate within the Congress between September and December and it seemed like a meeting point wouldn’t be reached. However at the Nagpur session of the Congress in 1920, a compromise was worked out and the Non-Coop movt. was adopted.

ANSWER :- Many Congress leader are reluctant to boycott the council scheduled for November 1920, and feared that the movement might leader to popular violence.

In the months September and December there was an intense tussle within the Congress. For a while there seemed no meeting point between the support and opponent of the movement.

Finally the Congress Session of Nagpur in December 1920, a compersion was worked out and non-copperation programme was appoted.
