Due to the morlet-minto reforms, the elected members in the imperial legislative council and the provisional legislative councils were increased.
But there were some non-officials who were nominated and not elected.
Most of the members were to be indirectly elected and due to these reasons Indian nationalists dissatisfied with the morlet-minto reforms.
