the representatives of the third estate were disappointed with the pattern of voting in the 'ESTATES GENERAL' because the vote value of each of the estate was counted as 1. When the king(Louis XVI) announced the law the first and second estate always voted in favour of the king because they were getting many liberties and priviliges by the king. But the third estate were always against it. The voting ratio became 2:1. So the majority of votes were in the favour of the king. So the law clearly passed.
