The sheet of paper falls slower than a ball because a sheet of paper has more surface area area than a ball . The increased surface area will also increase the air resistance . So the paper falls slower.

Shadow1789: Sorry but this is not the answer because the acceleration due to gravity is same for all object irrespective of their mass . The only thing which make paper slower is its more surface area.
