Running water will give the food more kinetic energy than when it is submerged in water. More kinetic energy means it has already started gaining heat so it will thaw faster.

Frozen food will thaw more quickly when placed under running water as running water will impart heat to the food and then flow away but stationary water will impart some heat, and then be unable to divulge more heat to the meat.

This will cause it to heat the meat very slowly.
