why zinc + Sodium Hydroxide do not form zinc Hydroxide + sodium?

because zinc are less reactive than sodium.

Because zinc has lower reactivity than sodium, zinc is lower in metal activity series. Only a more reactive substance displaces a less reactive substance. Since zinc is less reactive, it will not displace sodium in the reaction.
