helium has its balanced shell fully filled and it does not loose or gain the electron .so it acts like noble gas.

Electrons = 2
Electronic Configuration = 2,0

Helium has valency zero because its K shell is filled and it does not need to react with other elements to gain or lose or share electrons.
Thus , its Valency or combining capacity of Helium is zero.
