You are right!
An oscillating pendulum will not stop in vacuum as it will execute free and natural vibrations.

Normally, when a pendulum oscillates in air, the air molecules apply some resistive force to the pendulum, due to which the amplitude of vibration gradually decreases and the pendulum finally stops. Moreover, the gravitational pull also acts on the body.

However, whenever a pendulum oscillates in vacuum, there is no resistance to the vibration, due to which the amplitude of vibration remains unchanged. Hence, the pendulum never stops in vacuum unless external force is applied.
