No, an observer falling into a black hole will not be able to witness all future events in the universe outside the black hole.

If a falling observer will transmit a powerful beam of light out of the hole, then photons will reach

increasingly far future of the exterior universe.

No, an observer falling into a blackhole will not be able to witness all future events in the universe outside the black hole because the blackhole in not a hole but another matter ball with extreme density creating extremely high space time curvature. It is not the blackhole that pulls you down but its the surrounding space that pushes you down.
