It's mostly about surface tension. If you were to fill a glass with water so it goes over the top but doesn't overflow, the water bulges out over the top of the glass. When you pour water in a glass, it tends to stick to the sides of the glass (i.e. water droplets). The liquid is drawn toward the solid (i believe its because of the way the particles go but that's beside the point). So the water goes toward the comb because it's drawn to the solid.
