Focal length will definitely not change! Its the distance between lens plane and image plane. Its not getting changed at all.

The angle of view will decrease due to higher refraction ratio of water compared to air. This will give you impression of higher focal length.

Immerse the lens into oil (feeling sorry for the lens!), it will give you even lower angle of view. If you can afford a little costly experiment, immerse (!) the poor lens into a box of diamonds, you can have impression of even higher focal length.
