wind pollinated flowers usually grow in clusters. why?

wind pollinated flowers are usually grown in clusters as wind carries pollen grains from male flowers there would be only a chance of pollinating if flower would be single ,hence flowers are in clusters to avoid this problem as this would lead for fertilisation...
