1st Blank:-

 \sf :  \implies \large  \frac{x}{y}  =  \frac{3}{9}

\sf :  \implies \large  \frac{x}{y}  =  \frac{x_2}{y_2}

\sf :  \implies \large  \frac{3}{9}  =  \frac{x_2}{21} \footnotesize (cross \: multiplication)

\sf :  \implies \large  9x_2 = 3 \times 21

\sf :  \implies \large  x_2 =   \frac {3 \times 21}{9}

\sf :  \implies \large  x_2 =   \cancel\frac {3 \times 21}{9}

 \sf :  \implies \large  x_2 = 7

2nd Blank:-

\sf :  \implies \large  \frac{x}{y}  =  \frac{x_3}{y_3}
