It depends upon CONCENTRATION of water vapor in air (humidity). If the humidity is low, the evaporation will be fast even at temperatures below room temperature. Also if you somehow lower the pressure, the liquid water will start boiling at temperatures lower than 100°C, but I'm pretty sure it counts as boiling and not evaporation.
