Explanation:

A molecule of water is made up of two hydrogen atoms and an oxygen atom.

Oxygen atom has an electronic configuration as $2,6$ which gives it a valency of $2$. Oxygen act as an anion in the molecule with $-2$ charge on it.

On the contrary, hydrogen atom has electronic configuration as $1$ and also due to which its valency becomes one. And, it acts as cation in the compound. Two hydrogen in total giving $+2$ charge to the compound neutralizing the overall negative charge of the oxygen. Thus, forming the neutral water molecule.
