Yes motion is a relative term because it takes place with the respect of time and surrounding . It depend on observer 's frame of reference .

For eg. 1) If we are travelling in bus and someother person who is sitting in some shop or any public place we imagine you as in motion , but someother person who sitting near the person or standing up and seeing him / her for the person he will be in rest .

2) If we can toss and catch a ball in a moving bus if the motion is in a straight line at constant speed. The motion may have a different appearance as viewed from a different reference frame, but this can be explained by including the relative velocity of the reference frame in the description of the motion.

Yes. Motion and rest are relative terms. It means that if we change the fixed reference points for an object, it may be at motion from one point and at rest from the other.

For example, If two persons are moving in a car, then they both are at rest for each other because the fixed reference point is inside the car.

However, if we set the fixed reference point to a tree outside the car, both the persons are at motion.

Hence Justified.
