With what reason did the British government introduced the montague-Chelmsford reform of 1919???? Pls help me,.....

The Lucknow Pact took place in 1916 nd it was very significant since ,the INC and the Muslim League came closer and even there was a unity between both the groups of the Congress (Moderates , Assertives ) . The government had previously promised that they would be doing few reforms only if there is a unity within Congress nd with the Muslim league.
After the signing of the Lucknow pact the government was demoralised and hence had to pass certain reforms to please the Indians.
This was the reason why the Montague -Chelmsford reform was introduced.
