according to Identity:

 {x}^{3}  +  {y}^{3}  +  {z}^{3}  - 3xyz = (x + y + z)( {x}^{2}  +  {y}^{2}  +  {z}^{2}  - xy - yz - zx) \\ if \: x + y + z = 0 \: then \:  {x}^{3}  +  {y}^{3}  +  {z}^{3}  = 3xyz

the picture above has the proof of that though normally that is not required unless asked in the question

now \\ 28 + ( - 15) + ( - 13) = 28 - 15 - 13 = 28 - 28 = 0 \\ using \: the \: identity \\  {28}^{3}  +  {( - 15)}^{3}  +  {( - 13)}^{3}  = 3(28)( - 15)( - 13) = 16380
