Whatever may be the character of the political system; even in a modern dictatorial regime political participation has great importance. And traditional democratic theory generally regards participation by the individual in political activity as a virtue in its own rights. In fact, participation has been seen as a civic duty, as well as a sign of political health. Thus, the success of a democratic political system depends upon the nature and extent of the political participation among the citizens of the country irrespective of caste, colour, sex and religion.
