Well, the simplest answer is "Due to air pockets".
Normally, woolen fabrics have greater bulk as compared to other textiles products.This enables them to hold air which causes the fabric to retain heat.

Actually, all woolen clothes have pockets of air. This led to the formation of natural insulation. This is why woolen sweater remains warm in cold wheater.
Moreover, wicking properties of woolen clothes also help in wet weather.

Woollen sweater gives you better warmth compared to cotton clothes because of the air pockets between the fibers. When we wear woollen clothes, there are many air pockets surrounding us. The fibers between the air pockets restrict the air movement between them. Moreover, water does not retain on wool like it does in cotton. So, even when the wool becomes wet, the air pockets tend to remain dry. This is why wool has better insulation property than cotton.
