As we know that the formula of work is 
W= F * S cos Ф
Where 
w = work
F is the force used
S is the distance and Ф is the angle of the object lifted
Now if the angle is 90 degree than
W = F * S cos Ф
W = F * S cos 90
W = F * S * O
W = O

If work is represent by W
 we know the formula of work
W= F.S cosФ
W is equal to work 
F represent the force
and S representing the diisplacement
only if we the angle will be of 90 the work will be zero.

w=FS cos90
W= 0
so angle of 90 degree will be made between force and displacement  if work done is zero.
