No. Any bulb would not glow if the switch is in 'off' position.
The reason behind this is when the switch is off, the circuit is open and electric current is not flowing through the circuit and so the bulb is not glowing. If the switch is in on position the circuit will close, electric current will flow and thus the bulb will glow.
