It all depends on the situation.
When I live alone I make soup a lot so that I am using one pot for four days in a row. I leave it on the stove, after the soup is originally cooked, on low most of the day. This way I can eat a bowl whenever I feel hungry. That leaves a ladle, spoon holder, a spoon and bowl dirty. I rinse these off in soapy water I put in the bowl and put on the drying rack. Every other day I add something to the soup to make it taste different—rice, peas, cabbage, all kinds of spices. When I get tired of soup. I clean one pot every four days. So I could safely say AFTER I eat.
The next week I have one pan and one pot meals. I cook meat in the pan and vegetables in the pot. One pot, one pan, silverware and a plate. On these days I clean AFTER.
When I cook for a big family dinner I clean dishes as I go but, of course, there are a lot of dishes to do after the meal too. So that would mean DURING and AFTER!
